he A-11’s base formation looks something like this after the players establish themselves on the line of scrimmage and gain the numbering exemption (remember, all the players have eligible numbers):

A second shift
Once players assume their pre-snap positions on their line of scrimmage, the numbering exception takes effect. If a player’s pre-snap position dictates that he is ineligible, then he remains ineligible throughout the down. Any subsequent shift, even if it moves the player to a position that would normally be eligible, does not then make the player eligible.
