Getting Penalty Enforcement Correct

etting the spot on penalty enforcement requires knowing the rules and the enforcement procedure. NFHS makes the procedure simple: Use the all-but-one enforcement, which is the basic spot.

That being said, a review of spots is in order. Rule 2-40 and its subsections define spots. The basic spot is the point of reference for penalty enforcement and is determined by the last play: previous spot for a loose ball play, end of the run for a running play.

The previous spot is the spot where the ball was last snapped or free kicked as opposed to the succeeding spot where the ball would be next snapped or free kicked without a foul occurring.

Example. First and ten for A from their 20. A25 runs to his 30. The previous spot is the 20. The succeeding spot is the 30. The spot where the runs ends is the 30.

Type of play

There are two types of plays: loose ball and running play.

Loose ball play is:

  • a free or scrimmage kick;
  • legal forward pass;
  • backward pass; and
  • the run(s) preceding a legal or illegal kick, forward pass, backward pass or fumble.
