Of course, the inadvertent whistle stops all play dead in its tracks. Once the whistle is blown, the official covering the play should immediately place a bean bag on the yard line where the ball is currently located. Then the R has to sort out the type of play and give options if necessary. But it is important to mark the spot because when it was a running play, that spot becomes the dead ball spot if the captain chooses that option.
That is one example of when to use the bean bag. What is the primary reason to use it?
