What about motion?

Before the snap, the offense must come to a complete stop for one second. Now several things can happen before the snap. The offense can shift. Linemen who have not become set in a three-point stance can shift. Backs can move. Ends can move. Those are all shifts. You need to remember there is a difference between a shift and motion.

Once the entire offense comes set for one second, the ball can be legally snapped. What if they do not come set? It is a penalty for an illegal shift. That is a live ball foul because they have the opportunity to correct the foul before the snap.
