A short time ago, we shared with you some NCAA rule statements that we think could be simplified and made easier to read and interpret. Upon further review, we would like your consideration of some additional simplification. Join me in campaigning to simplify wording of the rules.
Listed here quickly are the previous revisions (refer to your (NCAA) rulebook to see the change):
1.4.6.a ... “The penalty for failure to wear mandatory equipment or wearing illegal equipment is to charge a team timeout. Excess timeouts from such infractions are penalized as five-yard dead ball delay fouls.”
3.4.2.a... “The referee shall be consistent in declaring the ball ready for play.”
3.5.2.b...Omit.
4.1.3.d ...Omit. 4.2.1.b...“A player who touches a pylon is out of bounds behind the goal line.
5.1.3.b ...Omit.
7.3.2.e ...“A forward pass is illegal: When a passer, attempting to conserve time, throws a pass after the ball touches the ground or with any other delay after the snap.”
9.1.1 ... “All flagrant fouls require disqualification.
9.1.4.c ...“Interference with playing the game may be penalized as the Referee deems appropriate.”
