Rules You Can't (or Don't) Enforce

ertain rules in the book are impossible to apply and enforcing some others will completely destroy an otherwise good football game. Let's look at some.

Change of possession at the 6-inch line! How many of you, when you have an incomplete pass on fourth down at the 40-yard line, move the chains by the length of the football when the ball goes over to the other team? Or, if you measure and it's 2 inches short on fourth down in the middle of the field? Everybody I know leaves the chains on the same spot and rotates the ball. But, when you get to the 6-inch line if you rotate the ball, the tail is in the end zone resulting in a safety! Solution: overlook the result of forward progress inside 11.5 inches and do not rotate the ball. If a team gives up the ball from 12 inches in toward the goal line, the opponent will start with the ball at the same place coming out!
