he following is an accounting of foul calls reported by the Houston Football Chapter for the 2000 football season. The numbers are per game averages for both teams based upon 581 varsity high school games reported (using NCAA rules). Fouls other than those listed below averaged less than 0.2 per game (once per five games). All rulings assume a single foul and that declining a penalty and playing the next down as if no foul had occurred is always an option. We assume that foul reports statewide or nationally would reflect averages within the same range.

Defense Offside

Block in Back

Delay of Game

Illegal Motion

Late Hit

Encroachment

Defensive Pass Interference
